With more than twenty-five years of experience as a practicing professional civil engineer and general contractor, Mr. Rieser provides his clients with a comprehensive knowledge of construction technology and standards of professional practice.  He has extensive experience in all aspects of steel and timber construction, design of high-density, single family, apartment, podium construction and multi-use housing projects to include low, mid-rise and high-rise construction. His knowledge extends to public improvement projects to including airport renovation, highway improvements, asphalt paving, barrier construction and electrical highway lighting. Mr. Rieser is knowledgeable with water treatment plants, tunnel construction to include the design build project of the “Santa Teresa Water Treatment Plant”, underground utilities to include electrical, storm, water and sewer construction, pump stations, mass grading and slope repair, bridge construction, environmental issues, retaining walls to include poured in place and shotcrete, scheduling, land development costs and forecast net returns and construction and engineering estimation.

Most distinctive to Mr. Rieser’s experience is his “cradle to grave” involvement with all of his projects. Specifically, Mr. Rieser begins involvement with his projects from land acquisition, management of development process through various government agencies, management of the design team, subcontractor bidding and awarding of contracts. From the point of construction, Mr. Rieser was involved with daily on-site supervision of the projects, giving him an unique construction experience with a variety of trades. After construction, Mr. Rieser was also involved in final home sign-offs and warranty management.

In addition to the aforementioned involvement in his projects, Mr. Rieser’s construction experience includes programming, scheduling, budget preparation, manpower analysis, subcontractor performance evaluation, construction and engineering estimation, peer reviews and preparation of on-site surveys of work-in-progress. He is familiar with the dynamics of public works projects, auditing and oversight. Mr. Rieser has prepared many different types of analysis regarding interpretation of design intent, standard of care, as well as preparation of contractual obligation summaries and reporting.

During his career, he has accomplished construction of more than two thousand low and mid-rise residential units on podium slabs, more than 200 residential units on post-tension foundation systems, more than six hundred residential units on conventional slab on grade foundation systems, two major soil and slide repair, design build pump station, design build tunnel and water treatment plant, called “Santa Teresa Water Treatment Plant” in San Jose, CA, build and managed over 500 miles of highway and bridge improvement projects in California.

Mr. Rieser is currently the President and Founder of Rieser Building Group. He handles all aspects of development, design, building and warranty of offsite and onsite construction of residential construction in California. Currently, Rieser Building Group is the development manager and general contractor for 13 unit condo project in Watsonville, CA, development manager of a 6 unit single family project in San Jose, CA, designer for 10 unit mix-use project in Santa Cruz, CA and general contractor for 13 unit single family project in South San Jose. Mr. Rieser also consultants on various forensic cases throughout the state of California with various attorney’s and insurance companies to include standard of care on a large residential project in Fresno, CA, 252 unit podium steel frame construction in Oakland, CA, heavy grading project in Temecula, CA, OSHA requirements and scheduling of construction of steel building for University of California Irvin building, and standard of care on building condos and underground drainage for condos in Mammoth, CA to name of few current projects.

Prior to his involvement with his own company, Mr. Rieser was involved in several high-density, multi-use, various subterranean parking structure projects throughout central and northern California. As a Senior Project Manager for Toll Brothers, Inc., Mr. Rieser’s focus was on high density residential construction. Later at Douglas Ross Construction, Inc., Mr. Rieser provided senior management supervision of two large mid-rise, high density projects with subterranean parking structures in the Bay Area. He also utilized his previous construction background to address the implementation of specialized construction techniques relating to excavation, de-watering, soil mechanics and structural foundation embedment.  He also provided due-diligence oversight for design efficiencies and acceptance by State jurisdictional agencies.

In 1999, Mr. Rieser turned his attention to various types of residential projects. As a Senior Project Manager for Greenbriar Homes, he assumed a leadership role in development and construction of approximately 800 single family homes. He managed all onsite and offsite supervision staff and coordinated with all relevant design professionals, including Architecture, Civil, Structural, Soils and Mechanical Engineering. construction personnel and homeowners for timely project delivery. He was solely responsible to manage and implement the design build pump station for 200 homes in Pleasanton, CA.  Mr. Rieser also assisted in the preparation, development and implementation of project CC&R’s and California Department of Real Estate disclosure law. Mr. Rieser assumed responsibility for project entitlement, including land use analysis, Planning Commission approval, and project closeout acceptance protocols with relevant jurisdictional agencies.

From 1991, and continuing through 1999, Mr. Rieser was a Senior Project Manager for Caltrans. In this position, he was directly responsible for several high profile public works projects, including an expansion and renovation of the San Francisco Airport, and the $40 million dollar widening and hillside remediation of Highway 92 in Half Moon Bay. During his tenure with Caltrans, Mr. Rieser managed several different specialized engineering teams and assumed responsibility for budgets, contract administration and change order documentation. He also designed, developed and maintained specialized scheduling documents. Mr. Rieser reviewed, processed and approved all RFI requests and submittals.

Prior to his tenure at Caltrans, Mr. Rieser specialized in public improvement engineering projects, including the management and design build of a water treatment plant in San Jose, CA for Kiewett Pacific Company to include 24 hour operation of tunneling through Almaden foothills, traffic engineering design for various intersection in the Bay Area, state highway improvement design and construction management projects to include Highway 237 overcrossing, Highway 85 and Highway 87 in Milpitas and San Jose, CA.
